On And Off

Last July, while strolling down to The Lowry at Salford Quays, in one gloomy morning, I was struck by the overall monochromatic appearance of the setting with the touch of only lighted colour lamp.
I was perplexed for the only lighted lamp at this location. Was the light sensor out of order after the rain?
